Exodus 25 vs 2

Speak unto the children of Israel, that they bring me an offering: of every man that giveth it willingly with his heart ye shall take my offering.

God demanded an offering from the Israelites.
He told Moses to tell the people to give me an offering.
So, messengers of God or servants of God have the right to demand an offering from the congregation.
However, God gave a condition that offering should be given willingly.
So, anytime you are giving an offering, you should know you are doing what God likes.
