God cannot do anything without the Holy Spirit

Genesis 1 vs 2

And the earth was without form, and void; and darkness was upon the face of the deep. And the Spirit of God moved upon the face of the waters.

God is helpless without the Holy Spirit.
In the beginning, there was confusion and voidness.
But the Holy Spirit has to be introduced before there could be orderliness.
It was after the Holy Spirit was introduced that God made the first pronouncement, “Let there be light”.
So, if there was no Holy Spirit, the voidness and confusion would have continued.
