11 He told them, “Whoever divorces his wife and marries someone else commits adultery against her. 12 And if a woman divorces her husband and marries someone else, she commits adultery.”

Without doubt, someone who divorces their spouse in order to obtain another is clearly committing adultery in God’s eyes.
That is not to say all remarriage is forbidden. I do not think God would permit divorce in some cases–like divorcing a cheater–without the implicit permission to remarry.
What I see in Mark 10 and elsewhere is God cutting off the option of using divorce as a means to legitimize adulterous behavior.
Your spouse is not an object of your consumer’s apatite. One is not permitted to use and discard a spouse as if they are disposable and replaceable. That is not how godly marriage works.
Obviously, Cheaters do not care. They treat their spouses as rejected objects. What Scripture makes clear is God sees what they are doing and calls adultery for what it is–even when they divorced and remarried.
