The Chronicles author has traditionally been identified as Ezra based on the style and themes found within both Chronicles and Ezra. There is some overlap and similar passages in both books as well.
The difference between Chronicles and the other history books of Samuel and Kings can be compared to the synoptic Gospels (Matthew, Mark, and Luke) and the Gospel of John. Each gives a slightly different perspective on the life of Christ. Similarly, Samuel, Kings, and Chronicles each give a different look at the history of Israel.
1 & 2 Chronicles can be outlined as follows:

1 Chronicles 1-9 – Genealogies and accounts of peoples

1 Chronicles 10 – 2 Chron 9 – David and Solomon

2 Chronicles 10-36 – Later Kings

2 Chronicles 36 – Hope in the end
Chronicles encourages us with the story of how God preserves his people and (as we see in Ezra and Nehemiah) brings them back to the land of Israel. God was faithful to Israel for the sake of his name.
