Psalm 35

Psalm 35:22 This you have seen, O LORD: keep not silence: O Lord, be not far from me.

God hears all prayers, but God does not answer all prayers.
God listens to all prayers but does not respond to all prayers.
When you have prayed and did not receive any response, it means God is silent on your prayers.
David faced such circumstances and he had to pray in Psalm 35 vs 22 that God should speak up on his prayer request.
If God has been unresponsive to your prayer, you also have the right to ask him not to keep silent.
