Wherefore, brethren, look ye out among you seven men of honest report, full of the Holy Ghost and wisdom, whom we may appoint over this business.

When the early church was increasing in numbers, the Apostle recommended that the administrator should be appointed over the Churches.
The administrators should have three qualities.

If you want to appoint anybody over the business, one of the things you should look for is for the person to be filled with the Holy Ghost.
